Social watch process would be the key agenda setter for the government. It will redefine the politics of knowledge, and usher in a new dynamics in the process and quality of governance. It will reclaim the process of governance to the people at various levels -national, state, and panchayat.

State level consultations were organised
for detailing out a strategy and determining various roles
to be played by Civil Society Organisations in the Social
watch process as well as taking forward the Wada Na Todo Campaign
at the state level . These NGO networks are already working
towards similar goals and themes. These networks would play
vital role in taking forward the campaign and prioritise goals
for the states. In each state, the anchor organisations will
take the responsibility of co-ordinating with other NGOs of
the state. The strategy which emerged out of consultations
held in Lucknow(Uttar Pradesh), Patna(Bihar),Hyderabad(Andhra
Pradesh), Jaipur (Rajasthan), Bhopal(Madhya Pradesh), Raipur(Chhattisgarh)
, Bhubneswar(Orissa) and Thiruvanantpuram(Kerala) would attempt
to influence the policy domain, the Courts and institutions
of local self-government. . One of the common consensus which
emerged from all these meetings was that the Social Watch
process and the MDG Goals will have to be linked to the local
issues. This will enable the citizens to own the social watch
process and question the government about the promises and
what actually has been delivered.

TN - SW (Tamilnadu Forum) identified budget
analysis and advocacy as a central tool in monitoring public
policy perspectives of the Government. Its "TN Social Development
Report 2000, White Papers and Black Truths" and other research
publications have been well received by the civil society,
media and policy makers.
TN - SW is now in the process of serious interaction
with civil society groups from the states of Gujarat (Earthquake,
2001) and Orissa (Super Cyclone, 1999) towards establishing
an independent 'Disaster Watch' in the country.
Meanwhile efforts are on to prepare a model
"Relief Code" and a "Disaster Management Act" for public debate

The Uttar Pradesh Social Watch Report 2006 - Realizing
Rights: Demanding Government Accountability for Change
was released on 25 th August 06.The report
covers two thematic areas: Status of Girl Child Education
& Primary Health Care.
With the purpose of depicting grassroot realities, the report
entails a survey of over 500 Gram Panchayats in the state.
It critically appraises the role played by institutions of
governance in Universalizing Primary Education & access
to Health Care
Following rights based approach; it upholds effective community
engagement and good governance as prerequisites in actualizing
the Right to Education & Health for All.
The report has been widely disseminated and has received
much attention from the concerned Government Departments,
the media and civil society in the state.
SW plans to start a civil society consultation process with
rights based networks /groups active in the state for issue
identification and cooperation in preparation of the U.P Social
